Civil Service is Chapter 143 of Texas Local Government Code.
Civil service is a state governed system under Chapter 143 of the Texas Local Government Code. It sets clear rules for how firefighters are hired, promoted, disciplined and treated on the job. The purpose is to make employment decisions consistent and transparent. Civil service protects firefighters from unfair treatment and political influence. You can read it HERE.
How would Civil Service apply to the fire department?
Civil service would establish a standard process for the Pearland Fire Department that ensures the highest quality applicants are hired and promoted. It means decisions are based on merit and objective procedures instead of at-will or subjective practices. This supports long term stability and a professional workforce.
There is no effect on Budget or Tax Adjustments.
Civil service does not change the city budget and does not increase tax rates. It simply creates a consistent employment framework. Adoption of civil service does not require new spending or tax increases.
However, there are administrative costs in implementation. Those costs have already been incurred by the City of Pearland due to the Pearland Police Department's adoption of civil service in 1982.
To have Transparency and Consistency in Public Safety.
Civil service creates a clear set of rules for hiring, promotions, discipline and termination. It brings transparency to employment decisions. Firefighters want these protections so the department can continue to grow and serve the community with a stable and experienced workforce.
The City of Pearland Police Department adopted civil service in 1982 for these same reasons.
Texas Law requires it.
Under Texas law, civil service coverage for firefighters must be approved by voters. This gives citizens a direct say in how public safety employment practices are governed. A vote in favor means the community supports a fair and merit based system that strengthens the fire department.
Voting is May 2nd 2026.
The 2026 general election will be held on May 2nd, 2026 with early voting starting April 20th 2026.

Civil service creates a system where testing and ability are the primary focus for hiring and promotions. It reduces the influence of politics in employment decisions and protects firefighters from at-will termination or arbitrary discipline. Civil service brings uniform standards and accountability.
Across Texas hundreds of municipalities have followed civil service since the 1970's. Missouri City, Galveston, Baytown, Conroe, and Houston are departments in our area that have already adopted civil service.
